There is a lot of discussion and policy recommendations on how to reduce and optimise off-street parking here. But there is no mention here (or in curb and sidewalk) about on-street/curb parking.
On street parking is a massive amount of public land that is under-charging for use leading to shortages.
Rather than rates being set and adjusted by council periodically; policy should be set to target a 75% vacancy rate per block through pricing. This rate will ensure there is always 1 or 2 spaces availible per block, and the users of public space are paying market share; without requiring a motion to council every time.
Once opwration costs are covered, revenues should be shared between the city general fund and the neighbourhood in which the parking resides. This allows residence in parking overflow neighbourhoods to decide if they would rather gain more revenue from curb parking, or generate less revenue through offering deeper resident discounts.

Consideration should also be made for the multitude of delivery drivers now on our streets. They are unlikely to comply with meter feeding due to their time pressures; so providing a methodology that allows them to buy a block of time and use it only while parked to pick up/drop off will increase their ease and compliance. That 75% vacancy rate will also reduce or eliminate instances of them double parking.

Professionalism would say we should trust a Developer consultant when they can demostrate xyz. The problem is the Developer is paying for the Consultant and that is where they earn their source business revenue. The Consultant may not be as professional as one would expect. Thus, would the city empoy a consultant to do their own indepedent study?

A big concern is the statement "wherever possible" because if a new subdivison is approved this surrounding area should be a priority and NOT wherever possible

I strongly agree with this requirement. Two details I would include are to permit modification due to topography, and explicitly allow and encourage model filters.

This seems overly broad. I can think of several instances where it is reasonable to allow without access to a public road.

-A property boarding a navigable waterway intended for water access.
-A property that has a long term agreement with an adjacent property to allow access.
-Properties owned by the same person where the development is of a nature that can be removed if one is sold.
-An industrial property with access to a rail line.
-A property owned by some sort of communal ownership structure buy the properties surrounding it.
-And unless this counts as "frontage", properties owning a strip of land that connect it to the public access.
